To provide Council with information on the new standard form of Master Development Agreement, which is a legal contract between the municipality and the landowners to establish parameters for the construction, installation, payment and warranty of municipal improvements.

To seek first and second reading on a bylaw that proposes to rezone Lot 5, Block 1, Plan 162 1892 in the SW 6-53-21-W4 consisting of approximately 51.49 hectares (127.22 acres) from AG – Agriculture: General to RS – Small Holdings and PC – Conservation in accordance with the Council adopted Conceptual Scheme.

To provide information to Council to make a decision on a bylaw that proposes to rezone approximately 1.2 hectares (3.0 acres) of land in Lot H, Plan 5972 HW from RCL Low Density Country Residential to RCS Country Residential Community Services to allow for consideration of religious assembly, minor; education, private and residential security/operator unit uses; Administration does not support this Bylaw.

To amend the 2016 Capital Budget to use existing developer contributions to fund all required costs to complete the Township Road 560 and Range Road 213 Industrial Heartland area project.

To appoint Strathcona County’s external auditor for the year ending December 31, 2017.

To authorize the execution of a Development Agreement negotiated between County Administration and Ukrainian Catholic Episcopal Corporation of Western Canada, subject to third reading of Bylaw 51-2016.

To seek third reading on a bylaw that proposes to rezone approximately 6.33 hectares (15.64 acres) of land from AD – Agriculture: Future Development District to RCS – Country Residential Community Services District to support the future development of a religious assembly use in accordance with the adopted Ridgemont Estates Area Structure Plan (ASP).

To give second and third readings to a bylaw that imposes new offsite development levies used to collect developer contributions for water, sewer, stormwater and roadway improvements.
