To provide Council with proposed mandate letters for council advisory committees that have mandates expiring in 2021.

To seek three readings of Bylaw 62-2020, Industrial Heartland Incentive Tax Exemption Bylaw, a bylaw that would provide criteria and a process for certain exemptions from taxation granted for the purpose of encouraging the development or revitalization of properties in certain assessment classes for the general benefit of Strathcona County.

To give three readings to a bylaw to impose off-site levies used to collect developer contributions for water, wastewater and transportation improvements within the Hamlet of Ardrossan; and to give three readings to a bylaw to remove the Hamlet of Ardrossan area from existing Bylaw 34-2020 Off-site Development Levies.

To seek Council approval for the upcoming opening of the new Clover Bar Lodge additional units to be eligible for the Lodge Assistance Program (LAP) Grant.

To seek approval for a management service agreement with the Town of Bruderheim (“Bruderheim”) for the provision of Chief Administrative Officer (CAO) services by Strathcona County.

To seek Council approval to amend the 2019 and 2020 Annual Facility Capital Lifecycle budgets to transfer costs and funding for Millennium Place replacements out of the annual program projects and into a new project for administrative purposes.

To give second and third readings to a borrowing bylaw for strategic land purchases and a bylaw to amend Borrowing Bylaw 70-2017 for the purpose of financing the outdoor amenities and servicing of a Multi-Purpose Agricultural Facility.

To provide information to Council to make a decision on first and second reading of a bylaw that proposes to amend Land Use Bylaw 6-2015 to rezone 4.2 hectares (10.3 acres) within the NE 12-53-23-W4 from AD – Agriculture: Future Development to R1C – Single Detached Residential C, R1D – Single Detached Residential D and R2C – Lane Specific Residential in accordance with the Summerwood Area Structure Plan.

Bylaw 70-2020 (agenda item 10.2) and Bylaw 69-2020 (agenda item 10.3) will be heard concurrently.

To provide information to Council to make a decision on first, second and third reading of a bylaw that proposes to amend Land Use Bylaw 6-2015 to add a new residential zoning district, the ALD – Ardrossan Low Density Residential Zoning District.

To provide information to Council to make a decision on first and second reading of a bylaw that proposes to amend Land Use Bylaw 6-2015 to rezone approximately 13.5 hectares (33.4 acres) within a portion of Lot 1A, Block 1, Plan 052 6143 from AD – Agriculture: Future Development to ALD - Ardrossan Low Density Residential, PC – Conservation, PR – Recreation and PU - Public Utilities in accordance with the Ardrossan East Area Structure Plan (ASP).

Bylaw 71-2020 (agenda item 10.4) and Bylaw 72-2020 (agenda item 10.5) will be heard concurrently.

To provide information to Council to make a decision on first, second and third reading of a bylaw that proposes to delete and replace Map 6 Development Concept within the North of Yellowhead Area Concept Plan (ACP) to: a. reflect the realignment of Range Road 231; b. amend the land use configuration as a result of the realignment of Range Road 231; and c. reconfigure the stormwater management facilities and municipal reserve lands in the south central portion of the plan area (W½ 13-53-23).

To provide information to Council to make a decision on first, second and third readings for a bylaw that proposes to replace the existing Cambrian Crossing Area Structure Plan (ASP) Bylaw 47-2013 with a revised Cambrian Crossing Area Structure Plan (ASP).

To provide information to Council to make a decision on first and second reading of a bylaw that proposes to amend Land Use Bylaw 6-2015 to rezone approximately 44.6 hectares (110.2 acres) within the NW 13-53-23-W4 and Lot 1, Plan 892 0377 from AD – Agriculture: Future Development to C1 - Community Commercial, C5 – Service Commercial, R1C – Single Detached Residential C, R1D – Single Detached Residential D, R2A – Semi-detached Residential, R2C – Lane Specific Residential, R3 - Low to Medium Density Multiple Residential, R4 - Medium Density Multiple Residential, ILT - Light Industrial, PR – Recreation, PS - Public Services and PU - Public Utilities in accordance with the Cambrian Crossing Area Structure Plan (ASP).

To provide information to Council to make a decision on first, second and third reading of a bylaw that proposes to amend the Ardrossan Area Structure Plan (ASP).

To add or remove items from the Councillor Request Report; and to serve Notices of Motion that will be brought forward for debate at a future Council meeting.
