To report to Council on Council Priority Funding

To provide Council with information on high level actions that could be taken by Strathcona County to support the “10 Common Commitments” identified by the Canadian Coalition of Municipalities against Racism and Discrimination (CCMARD).

To give second and third reading to a bylaw that proposes to delete and replace Policy 6.4.6 within Section 6 of the North of Lakeland Drive Area Concept Plan (ACP). This bylaw will revise the policy to align with proposed medium density residential policies and regulations within concurrent amendments to the applicable statutory plans and the Land Use Bylaw for a proposed medium density residential development within Emerald Hills Stage 8E.

To give second and third reading to a bylaw that proposes to delete and replace Table 7.3 Residential – Unit and Population Projections at Maximum Density from the North of Lakeland Drive Area Concept Plan (ACP) Amending Bylaw 26-2007. This Bylaw will revise the table to align with proposed medium density residential policies and regulations within concurrent amendments to the applicable statutory plans and Land Use Bylaw for a proposed medium density residential development within Emerald Hills Stage 8E.

To give second and third reading to a bylaw that proposes to delete and replace Figure 09A Concept Plan and delete and replace Table 7.2 General Land Use Statistics from the North of Lakeland Drive Area Concept Plan (ACP) Amending Bylaw 22-2007. This Bylaw will revise the concept and table to align with proposed medium density residential policies and regulations within concurrent amendments to the applicable statutory plans and Land Use Bylaw for a proposed medium density residential development within Emerald Hills Stage 8E.

To give second and third reading to a bylaw that proposes to repeal and replace the Emerald Hills Area Structure Plan (ASP) Bylaw 23-2013 in order to reflect a proposed change from Business Employment Area and Service Commercial Area to Medium Density Residential Area and Service Commercial Area in support of a proposed medium density residential development within Emerald Hills Stage 8E. In support of proposed Bylaw 44-2017, the adoption of a revised Emerald Hills Centre Sustainability Summary and Development Concept is also proposed.

To give second and third reading to a bylaw that proposes to delete and replace the text of DC 69 Direct Control District and amend the land use map to reflect the proposed revision to the boundaries of Area I and II to align with a proposed medium-density residential development in proposed Area II. The proposal would support the development of townhouse, apartment, senior citizen housing and/or congregate housing on the site with enhanced architectural and site design guidelines.
