Strathcona County Housing Affordability Projects

The purpose of this report is to present the Housing Affordability - Red Tape Reduction Report, Affordability Housing - County Land Report and the Affordability Housing Incentive Program Options Report so that Council may make decisions on recommended actions to improve housing affordability within the County.

Bylaw 9-2023 – Amendment to Bylaw 51-2022, 2023 Fees, Rates and Charges

To seek first, second and third reading of Bylaw 9-2023, a bylaw to amend Bylaw 51-2022, 2023 Fees, Rates and Charges that prescribes an increase to the discount offered for low-cost housing projects within Strathcona County.

To amend the 2023 Capital Budget to construct the Bremner Stage 1 water reservoir, pumphouse and supply.

To give first reading to a borrowing bylaw for the construction of the Bremner Stage One Water Reservoir Pumphouse and Supply.

Bylaw 11-2023 –Waste Management Bylaw 39-2014 Amending Bylaw No. 2

To provide information to Council to make decisions on first, second, and third readings of a proposed bylaw that amends Waste Management Bylaw 39-2014.

2021 Capital Budget Amendment –North of Yellowhead

To amend the 2021 Capital Budget to increase the cost of the North of Yellowhead project due to higher-than-anticipated land, utility, and construction costs.

2021 Capital Budget Amendment – Class II Improvements – Range Road 210, Township Road 550 to Highway 15

To amend the 2016, 2021, and 2022 Capital Budgets to increase the cost of the Class II Improvements – Range Road 210, Township Road 550 to Highway 15 project due to higher-than-anticipated land, utility, and construction costs. These Capital Budget amendments are administrative and aimed to combine the funding for the Township Road 210 upgrades into one project.

2023 Urban Service Area – Farm Tax Cancellation

To seek Council approval on the authorization of partial cancellation of 2023 property taxes on residences located in the Urban Service Area.

Endorsement for the Federation of Canadian Municipalities

To seek Council’s approval to endorse Councillor Berghofer to stand for election on the Federation of Canadian Municipalities (FCM) Board of Directors for a second term.
