To provide Council with a proposed Memorandum of Understanding (MOU) between the County and the Sherwood Park Crusaders Hockey Society (the “Crusaders”) relating to the Sherwood Park Event Centre.

To confirm the request outlined in Flagged Item #5 from the 2022 Budget deliberations was satisfied by the information provided in item 8.1, entitled Capital Planning, at the May 17, 2022, Council meeting.

To provide Council with a status update on the Pointe-Aux-Pins project as information.

To seek Council approval on three readings of a bylaw that imposes new off-site levies for developer contributions for water, wastewater, drainage and transportation improvements within the Urban Services Area (USA) south of Highway 16, the Country Residential/Estates (CRE) policy area and rural Strathcona County.

To seek Council approval on three readings of Bylaw 40-2022, a bylaw to amend Borrowing Bylaw 37-2020 for the purpose of the Winfield Heights low-pressure trickle system through a local improvement tax levy financed by debenture borrowing.

Bylaw 33-2022 Road Closure – Third Reading and Bylaw 35-2022 Map Amendment to Land Use Bylaw 6-2015 will be presented together. 

To give a third reading to bylaw 33-2022, that proposes the closure of a portion of Road Plan 1521457 to support development by creating additional pedestrian and recreational trail linkages.

To provide information to Council to make a decision on third reading of a proposed bylaw that amends Land Use Bylaw 6-2015 by rezoning approximately 1.66 hectares (4.11 acres) of land within a portion of the SE 12-53-23-W4 from AD – Agriculture: Future Development zoning district to PC – Conservation zoning district in accordance with the Summerwood Area Structure Plan.

To seek approval to enter into a long-term Lease Agreement between Strathcona County and Rogers Communications Inc. for the installation of radio equipment on the Hunter Heights tower located on Plan 7521417, Block 3, Lot R4 within the NE 29-52-22-W4.

To amend the 2022 Capital Budget to purchase a Quonset-style of shelter for the hydrogen bus purchased as part of the Alberta Zero Emission Hydrogen Transit project.

To provide Council with an update on the Indoor Fieldhouse project.

To provide information to Council to make decisions on first and second readings of a proposed bylaw that amends Land Use Bylaw 6-2015 by rezoning approximately 2.13 hectares (5.26 acres) of land within Pt. of NE 10-53-23-W4 from AD – Agriculture: Future Development zoning district to C5 – Service Commercial zoning district in support of a proposed subdivision of the subject parcel to create one service commercial lot in accordance with the Yellowhead East Sherwood Business Park Area Structure Plan.

Bylaw 37-2022, Bylaw 38-2022, Bylaw 39-2022 and Bylaw 44-2022 will be presented and heard concurrently.

To provide information to Council to make decisions on first, second and third readings on a bylaw that proposes to amend the text within Policies 3.2.10 and 4.4.2 of the Heartland Industrial Area Structure Plan to include “renewable energy”.

To provide information to Council to make decisions on first, second and third readings on a bylaw that proposes to amend the text of the AR – Agriculture: River Valley zoning district of Land Use Bylaw 6-2015 to include “utility service, major” as a discretionary use, specifically for renewable energy development within the Environmental Policy Area of the Heartland Industrial Area Structure Plan.

To provide information to Council to make decisions on first, second and third readings on a bylaw that proposes to amend Land Use Bylaw 6-2015 by rezoning approximately 129.29 hectares (319.48 acres) of land within the north half of section NE 6-56-21-W4, the southeast corner of SE 7-56-21-W4, SW 8-56-21-W4, the southeast corner of NW 8-56-21-W4, and the northwest corner of NW 5-56-21-W4 from AG - Agriculture: General zoning district to AR – Agriculture: River Valley zoning district in accordance with the concurrently proposed amendment to the Heartland Industrial Area Structure Plan.

To give three readings to a bylaw that proposes the closure of a portion of the undeveloped Original Government Road Allowance within the SW 8-56-21-W4 and NW 5-56-21-W4, Road Plan 6199S within the NE 6-56-21-W4 and a portion of Road Plan 402BM within the NE 6-56-21-W4 and NW 5-56-21W4 to facilitate a large-scale solar collector project within the Heartland development area.

Bylaw 46-2022 and Bylaw 45-2022 will be presented and heard concurrently. 

To provide information to Council to make decisions on first, second and third readings of a proposed bylaw that amends Land Use Bylaw 6-2015 by adding a new residential zoning district, the R1E – Cambrian Single Detached Residential E zoning district.

To provide information to Council to make a decisions on first, second and third reading of a proposed bylaw that amends Land Use Bylaw 6-2015 by rezoning approximately 40.13 hectares (99.17 acres) of land within Lot 1, Block 1, Plan 0521833, a portion of NW 13-53-23-W4 and a portion of SW 24-53-23-W4 to R1C - Single Detached Residential C; R1E - Single Detached Residential E; R2C - Lane Specific Residential; R3 - Low to Medium Density Multiple Residential; R4 - Medium Density Multiple Residential; C5 - Service Commercial; PC – Conservation, PR- Recreation; PS - Public Services; and PU - Public Utilities.

Bylaw 18-2022 and Bylaw 19-2022 will be presented and heard concurrently. 

To provide information to Council to make a decision on first reading of Bylaw 18-2022, a proposed bylaw that repeals the existing Country Residential Area Concept Plan Bylaw 58-2011 and replaces it with a new Area Concept Plan.

To provide information to Council to make a decision on first reading of Bylaw 19-2022, a proposed bylaw that amends the text of Land Use Bylaw 6-2015 to remove the RCM – Medium Density Country Residential zoning district and revise the regulations of the RCL – Low Density Country Residential zoning district and RCH – High Density Country Residential zoning district to align them with the proposed Country Residential Area Concept Plan.

Bylaw 47-2022 and Bylaw 49-2022 will be presented and heard concurrently. 

To provide information to Council to make decisions on first, second and third readings of a proposed bylaw that replaces the existing Salisbury Village Area Structure Plan with an Area Structure Plan that includes a revised land use concept for Phase 3 of the Area Structure Plan area and related changes to the text.

To provide information to Council to make decisions on first, second and third readings of a proposed bylaw that amends Land Use Bylaw 6-2015 by rezoning approximately 8.27 hectares (20.44 acres) of land within Lots 1 and 2, Plan 8720616 from DC2 – Direct Control zoning district to R1C - Single Detached Residential C zoning district; R2A - Semi-Detached Residential zoning district; R2C - Lane Specific Residential zoning district; R3 - Low to Medium Density Multiple Residential zoning district; PR – Recreation zoning district; PU – Public Utilities zoning district; and PC - Conservation zoning district in accordance with concurrently proposed Bylaw 47-2022, the revised Salisbury Village Area Structure Plan.
